Description: This session will cover requirements of the Federal Motor Carrier Safety Administration (FMCSA) Drug and Alcohol Clearinghouse. The Clearinghouse is an online database that gives employers, FMCSA, State Driver Licensing Agencies, and law enforcement personnel real time information about commercial driver’s license (CDL) and commercial learner’s permit (CLP) holder’s drug and alcohol program violations. The Clearinghouse enables employers to identify drivers who commit a drug and alcohol program violation while working for one employer, but who fail to subsequently inform another employer. We will discuss Clearinghouse registration, employer and driver responsibilities, and recordkeeping requirements.
About Our Speaker: LeeAnn Jangula is the Federal Program Specialist for the Federal Motor Carrier Safety Administration’s (FMCSA) North Dakota Division office located in Bismarck, ND. The ND Division’s role is to support FMCSA’s mission of preventing commercial motor vehicle-related fatalities and injuries through enforcement, compliance monitoring, and outreach activities throughout North Dakota, Saskatchewan, and Manitoba.
Darwin Bring is a Safety Investigator for FMCSA for the past 11 years. Prior to being with FMCSA, he was a North Dakota State Trooper for 11 years with his primary focus being on motor carrier transportation.
